How to Fill HCPSS Education Budget Gap & Template

The HCPSS BOE is the elected governing body that sets the standards along with state and federal education entities. The BOE identifies the requirements and provides a proposed budget each year. The executive then provides the county proposed budget which may have differences, which this year is $71 million due to a variety of factors.  At this stage, the County Council reviews these items and can restore funds up to the amount recommended by the BOE to close the difference.

Throughout this process, terms such as historical funding, historical percentage of budget, Maintenance of Effort (MOE), one-time funding, realistic revenues, inflation, hold harmless, and others are used to soften or reinforce the expectation of full funding of the HCPSS BOE request.  The HCPSS Operating Budget Review Committee (OBRC) is an outlet to review efficient use of funding. Likewise, PTA members support in good faith the full funding of HCPSS BOE educational proposals to support community standards of education.

What You Can Do:

The County Council will make its final decision on Wednesday May 25th 2022, at noon.  Please contact members as early as practicable prior to the final vote. The email address to reach all councilmembers is COUNCILMAIL@HOWARDCOUNTYMD.GOV

A brief form is provided below, but please consider your own language to provide a compelling communication.

Dear Howard County Councilmembers:

My name is _____________________ a Howard County PTA member from ____________________________.  I value the Howard County educational system. I am in support of full funding the proposed fiscal year 2023 operating and capital budgets provided by the Howard County Public School System Board of Education.  Please make every effort to restore the difference from the proposed executive budget.

PTA BOARD/COMMITTEES - HELP NEEDED

A message from our PTA President:

Welcoming all our new PTA chairs and co-chairs!! Who are they? You of course!!! The PTA needs your special skills, talents and time! We need chairs and co-chairs for the following committees for our 2022-2023 school year! Can you believe it, we almost made it to the end of this school year. I digress!

2nd Vice President - Are you willing to help whenever you may be needed? Or if there is an emergency and the VP or President can’t do something, then you can step in. Plus we all need checks and balance and you can be that person to help balance us out. Come on over to the board and take on your leadership role as 2nd VP!

Yearbook- We all love taking pictures of our children with our phones at all the special events. Well come join this committee and help to gather those photos and put together an amazing yearbook!

Fundraising/Marketing - One of our biggest fundraisers is the Duck Dash! What a success it has been in helping the PTA raise money for school events, teacher needs and resources and other special projects and requests! If you are good at making calls, returning emails, putting together ads, and are willing to help us raise funds for our school, then this committee is for you!

PTA Council of Howard County Delegate- We would like someone to help share the responsibility of going to the PTA Council of Howard County monthly meetings. Are you able to spare an hour out of your evenings every other month to go hear all the great things that are going on in Howard County and bring that information back to our PTA so that we can support and be in the know of all things PTA? Then yes, you are the person(s) for this role!

Hospitality Chair- Do you love planning events! Do you love seeing our teachers and administrators smile. I know you have plenty of ideas to share! So come on to the hospitality committee and let’s make those ideas a reality! This committee is for you!

Webmaster Co-Chair - I know you know all things web! I know you know how to design flyers. I know you know how to work Facebook and websites. If you don’t, we have a Chair who is willing to help guide you and coach you! We just need you to sign up! Yes it’s that easy!

Yes you see your talents and skills listed in some of the positions I mentioned above! Well don’t hesitate to join! We will help you and we will learn as we go! Look at me! I’m still learning! So please, please come join us so that we can continue planning and delivering great activities for our students, teachers, and  administrators. Remember, man or woman, young at heart or old in wisdom, we welcome all to join the PTA!

If you have any questions about the positions listed above, just send an email and let’s get those questions answered and get you to work!  I look forward to meeting you and welcoming you to our awesome PTA crew!!

The AAPI umbrella term includes cultures from the entire Asian continent—including East, Southeast and South Asia—and the Pacific Islands of Melanesia, Micronesia and Polynesia.
